Ministers Agree To Recommend Troop

| Winding up marathon talks on the Preah Vihear temple standoff that dragged late into Monday night, the
foreign minister of Cambodia and Thailand said they would recommends the removal of troops from the
disputed border area. “Both sides agreed to recommend to their respective governments as a provisional
arrangement pending survey and demarcation by the [Joint Border Commission] to
undertake…Redeploying both sides’ respective troops out of pagoda, and the temple of Preah Vihear,”
according to a statement released after the meeting. “Both foreign ministers agreed that both coutries should
exercise utmost restraint to avoid the possibility of armed confrontation so that the current problem may be
settled through peaceful means, using existing bilateral mechanisms,” the statement added. |

| In the wake of the crushing victory by the CPP in Sunday’s national election, monitors and rights group were critical Monday that problems with voter lists had meant large numbers of people across the country disenfranchised. Committee for Free and Fair Elections President Thun Saray told a press conference
Monday that the problem was worse than during previous elections, with between 50,000 to 60,000 people affected. Comfrel Executive Director Koul Panha said the organization was investigating the matter. Election and Parliamentary Unit Head for Center Development Im Francois said as many as 25,000 people
were not able to vote in Battambang for a number of reasons, including lack of proper identification. |

SRP Lawmakers, Supporters Detained by

| Two SRP lawmakers, along with 23 party activists, were stopped by police for questioning and checked for weapons Saturday evening in Kandal province’s Sa’ang district, according to police and SRP officials. District police chief Maing Pich said his officers stopped the SRP members on suspicion of campaigning
illegally during the so-called “white day,” the name given to the day prior to the election during which parties are not permitted to campaign. “This group of people had a lot of motorcycles and cars, which is my police became suspicious and stopped them, “he said Monday. “Then my police checked around for weapons and just made a report.” |

| Cambodia’s Interpol office said Monday that the search for a former military police official who fled to Thailand after being sought for her alleged involvement in an acid attack has been delayed by the election and the military standoff at Preah Vihear temple. The Phnom Penh Municipal Court issued a warrant for 43-year-old Chea Ratha on May 14 for her alleged connection to a May 6 acid attack that seriously disfigured Ya Soknim, 25, the aunt of Chea Rothat’s lover, In Solyda. |

| A wide margin of victory for the Cambodian People's Party could mean the erosion of legislative measures of influence between parties in the National Assembly, an independent election monitor warned Monday.
"The CPP controls every state institution, including the police, army, civil administration and courts," Thun
Saray, chief of the board of directors for the Committee for Free and Fair Elections, told reporters. "The reason why we are concerned is that there are [now] no checks and balances in the National Assembly." The ruling party claimed to have won enough seats Sunday to form a government and pass important
legislation, including constitutional amendments, on its own. The overwhelming majority of seats could mean the country will be ruled by "the mood and feelings of our leader," said Thun Saray, who is also the director of the rights group Adhoc. "How can we continue to protect the poor victims of human rights
violations?" |
