Commune Chief Ms. Hab Dam Omlaing said that more than 200 villagers had been issued new land titles but the sugar company was not allowing some villagers to seed and grow crops as their land had already been cleared and made ready for the growing of sugar cane. Those villagers directly affected have been told that they will have to relocate. Kampong Speu Deputy Governor Loeung Sophat attended the forum and stated that the Ministry of Agriculture had reduced the size of Mr. Yong Phat's 10,000 hectare concession to 8343 hectares. Debate intensified when Thpong District Governor Soung Song said that villagers' lands would simply not be affected at all by Mr. Yong Phat's concession, with many participants reacting strongly to this statement. Authorities have promised to try and find a resolution for the affected communities. In addition, Parliamentarians from Nationalist Party, Sam Rainsy Party and Human Rights Party encouraged villagers to find a peaceful resolution, in cooperation with the authorities.

The forum was organised for villagers who have been affected by land concessions granted by the government to the Phnom Penh Sugar Company in 2008. The company began clearing land, despite villagers claiming that they had been cultivating the areas in question for some time. The villagers have requested that land clearing be stopped, but the dispute continues. While authorities have promised to find a peaceful resolution for the communities, no solution has yet been reached.
