Letter to Thai Prime Minister Yingluck Shinawatra concerning the continual shooting to death of Cambodian civilians in Thai territory and the lack of any investigation

The Cambodian Center for Human Rights (“CCHR”) expresses its deep concern regarding the continual shooting of Cambodian civilians in Thai territory – which have caused countless deaths and serious injuries. 2012 saw a startling increase in the number of recorded attacks: the Thai-Cambodian Border Relation Office reports that 45 Cambodian civilians were shot dead by the Royal Thai Army in Thai territory during 2012 – a threefold increase on 2011 (15 deaths).
His Excellency please have mercy and intervene in the case regarding threats made by Mr. Tep Nan, the head of the Andong Four village community, directed to Ms. Yong Sophorn; and the Sangkat Kork Raka officer, who refused to receive Ms. Yong Sophorn’s complaints regarding threats directed at her during 25-27 March, 2013.

February 22, 2013 – We, the undersigned Cambodian civil society organizations, wish to express our concern at recent moves by the Bar Association of the Kingdom of Cambodia (BAKC) to prohibit lawyers from giving radio and television interviews without its prior permission. This infringes not only upon their fundamental right to freedom of expression, but also their ability and professional duty to speak on legal issues- which is in the public interest.

I write to you regarding comments made by District police chief Pam Sam Eth regarding the gang rape of a 19-year-old disabled woman in Kien Svay district, Kandal Province. According to a 3 January 2013 article published in The Cambodia Daily (‘In Cambodia, a Culture of Silence Surrounds Rape’), Pam Sam Eth stated that “it was already 9 p.m. when she was raped.
CCHR Requests immediate investigation into the misconduct of a police officer

On 14 December 2012 in Prek Chik Village, Chikhor Kroum Commune, Sre Ambel District, Koh Kong Province, a police officer from Chikhor Le Communal Administrative Police Post made threatening comments to a Cambodian Center for Human Rights (“CCHR”) staff and attempted to confiscate his camera, whilst he, along with other members of staff from CCHR were observing events relating to a land dispute. It appeared that the police officer was acting under the instructions of the owner of Heng Huy Agriculture Group Co. Ltd (the “Company”).
