| Yesterday’s Eviction at Borei Keila Fails to Respect the “Three Pillars” of Business and Human Rights |

| The Phnom Penh Post today reports (“A battle for Borei Keila”) that residents in Phnom Penh’s Borei Keila community were yesterday evicted from their homes before their homes were then demolished. At least ten people were reportedly injured and another ten arrested during a violent armed clash between residents and a combined force of district police, military police and security guards from developer Phan Imex Company. |

| CCHR Releases an Analysis of the Fourth Draft of the LANGO that welcomes the improvements made and highlights existing areas of significant concern |

| CCHR welcomes the improvements made to the LANGO, especially in terms of clarity. Some of civil society’s recommendations have been listened to and implemented, which is to the credit of the Royal Government of Cambodia (the “RGC”). As a result, the fourth draft of the LANGO is a better piece of legislation than any of the previous three drafts. However, CCHR highlights three existing areas of significant concern, namely: (1) the pervasive discrimination against foreign associations and NGOs throughout the LANGO, which could not be much worse for such organizations; (2) the lack of clarity and transparency as regards the registration approval process; and (3) the power that the LANGO grants to the executive to de-register associations and NGOs – with no recourse to appeal. |

| CCHR condemns alleged acts of violence used against women in attempted eviction |

| The Cambodian Center for Human Rights (CCHR) condemns the alleged beating of three women attempting to prevent the razing of their land in an ongoing land dispute in Oddar Meanchey’s Anglong Veng district. It was reported in today’s Phnom Penh Post (“Attempted eviction results in alleged beating of 3 women”) that on Friday 9 December twelve environmental officers working for the Koulen Prumptep wildlife sanctuary and eight soldiers arrived at the village with the intent of burning down homes, which they claimed lay on national park land. |

| Failure to issue warrant for PM’s cousin indicative of culture of impunity in Cambodia |

| Yesterday, 30 November 2011, it was reported in The Cambodia Daily (“Warrant for Cousin of Hun Sen Not Likely Soon”) that a cousin of Prime Minister Hun Sen was found guilty of corruption. Dy Proem was sentenced in absentia to two and a half years’ imprisonment on 28 November 2011, however she is currently walking free in Phnom Penh, with the judges presiding over her case eschewing to issue the appropriate arrest warrant. |

| One year on, CCHR issues a report into the tragedy on Koh Pich Bridge on 22 November 2010 |

| In advance of the first anniversary of the tragedy at Koh Pich Bridge, the 22 November 2011, and the first ever International Day to End Impunity, 23 November 2011, the Cambodian Center for Human Rights (“CCHR”), a non-aligned, independent, non-governmental organization that works to promote and protect democracy and respect for human rights throughout Cambodia, releases “The Koh Pich Tragedy: One Year on, Questions Remain” (the “Report”). Over 350 people died in a deadly crush during the 2010 Water Festival, and in the absence of any meaningful investigation of this tragic event by the Royal Government of Cambodia (the “RGC”), the aim of the Report is to encourage a full investigation into the tragedy. CCHR is also releasing a Briefing Note, which summarizes the details of the Report. |

| Monday, 21 November 2011 will be a historic day for Cambodia, with the start of Case 002 at the Extraordinary Chambers in the Courts of Cambodia (ECCC), the trial of Nuon Chea, Ieng Sary and Khieu Samphan. While the court continues to be the subject of allegations of institutional shortcomings, the start of trial in this case will be a ground-breaking event which many Cambodians thought would never happen. Ultimately, Monday is a day for victims of the Khmer Rouge including those who lived through the horrors of Democratic Kampuchea as well as subsequent generations who grew up in the shadow of that regime. To mark the occasion, the Cambodian Center for Human Rights (CCHR) surveyed our staff to get their views on this landmark occasion and what it means for Cambodia. | The Briefing Book discusses the threat posed to civil society and democratic space in Cambodia in light of recent actions by agencies of the Royal Government of Cambodia (“RGC”) and the controversial draft Law on Associations and Non-Governmental Organizations (“LANGO”). Primarily, the Briefing Book focuses upon: (1) the ongoing efforts to silence NGOs and dissenting voices, as well as the erosion of democratic space in Cambodia; (2) the fundamental deficiencies in the most recent draft of the LANGO; and, most importantly, (3) the improper use to which the LANGO may be put, given the current context. |

| Communities across the country pray for Prey Lang forest and management of Cambodia’s land as authorities clamp down on leaflet distribution in Phnom Penh |

| Today, 18 August 2011, 146 communities around Cambodia prepared to take part in the Prey Lang Network’s “Pray long for Prey Lang” celebration. In Phnom Penh, 200 individuals – including members of the Prey Lang network dressed as “avatars”, painted in green wearing hats made from leaves, and supporters – gathered at Preah Ang Dang Keu Shrine to pray for better management of Cambodia’s land and natural resources and, particularly, for the preservation of Prey Lang forest and the ways of life of the hundreds of thousands of the forests inhabitants. |

| Authorities Conduct Mass Detention of Forest Activists in Phnom Penh |

| The activists, who mostly hail from Cambodia’s Prey Lang forest, gathered in 14 provinces
and Phnom Penh to raise awareness over deforestation and economic land concessions that
have been granted inside the forest. The Prey Lang network maintains that the preservation
of Prey Lang is critical to the preservation of wildlife habitat and flora that is sacred to
indigenous communities. They also claim that deforestation would contribute to climate
change and ultimately affect their livelihoods. |

| CCHR launches new database on land conflicts in Cambodia which shows that 5% of Cambodia’s land is disputed and hundreds of thousands of people affected |

| The Cambodian Center for Human Rights (CCHR),today launched the findings of a study into land conflicts in Cambodia on the Cambodian Human Rights Portal, www.sithi.org, with a press conference at our office in Phnom Penh. The study was conducted over a number of months and culminates in the publication of a database providing information about land conflicts in Cambodia. According to our findings 223 land conflicts have been reported on in Cambodia since 2007. These cases affect at least 5% of Cambodia’s total land area of 181,035 square kilometres. |

| "We have already seen eleven soldiers killed at the border and thousands of civilians have been displaced since the fighting has broken out again. This is the human cost of what appears to be a cynical political ploy on the part of both governments to satisfy nationalist sentiment. This most recent series of clashes is proof perfect that an international interlocutor is needed, both to broker a peace deal and to monitor it. The international community needs to stop flip flopping and to exert pressure on both sides to except international assistance to end this farce." |

| Restrictive Draft NGO Law an Urgent Cause for Concern |

| Should this law pass as it is currently formulated, the survival of each and every NGO in Cambodia will be at the whim of the government. Emboldened by the legitimacy that they believe a law gives to abusive behaviour, the government is likely to use the NGO law to silence its people and to tighten its control on their day to day lives. The international community needs to act now or Cambodia will continue in its march away from democracy and towards autocracy |

| CCHR calls for clarification of legal basis for government refusal to restore Mu Sochua's parliamentary immunity |

| The Cambodian Center for Human Rights ("CCHR") calls on the government to clarify the legal basis for its refusal to restore Mu Sochua's parliamentary immunity. In the opinion of CCHR, there is no legal justification for the government's position with regard to the parliamentary immunity of Mu Sochua. In the absence of clear provisions expressly allowing for the refusal to restore parliamentary immunity to a member of the National Assembly who has been convicted of a crime but not sentenced to a term of imprisonment, CCHR calls on the government to restore Mu Sochua’s immunity with immediate effect. |
